		<description>Let me see if I understand this bill.  A candidate may receive state funds for his campaign if he is able to collect a certain amount in small donations from a certain number of individuals.  

I can see where some might think that this would be quite a boon to marginal candidates on the ideological fringes, but I doubt it will help a single one win.  Public reaction against a candidate who runs on tax money, as opposed to voluntary contributions, will surely be negative.  I can&#039;t wait to see the commercials this scheme will engender.</description>
