For those who haven't checked out the Policy Watch front page yet today, you're missing the link to an excellent new report by Dr. Steve Jackson of the N.C. Budget and Tax Center on the state of North Carolina's transportation system. At the Crossroads: Recommendations for the Future of Transportation in North Carolina is an engaging look at how the state needs to change the way it pays for roads (and how it sets its transportation priorities) if it is to effectively deal with the population boom expected in the coming decades.
The report is an especially important read in light of the announcement made this morning by 21st Century Transportation Committee chairperson, Brad Wilson, that his group may recommend a $2 billion transportation bond for this November. As the BTC report notes:
Problems at the North Carolina Department of Transportation must be addressed before its budget is increased. As a precondition of receiving any budget increase, the DOT must demonstrate over a sustained period and verified by third party audit that it has changed its internal structure, decision-making processes and project management such that it has become an efficient and accountable organization that is responsive to community needs.
