		<description>Thanks for the details, John. Bowles is obviously an effective spokesperson for UNC and he clearly makes all the legislators swoon. I&#039;m sure most - if not all - of his requests are valid at some level.

It&#039;s hard to imagine, however, that the G.A. would (or should) cough up a billion bucks in new outlays for the universities at a time when people are dying for lack of proper MHDDSA care and the criminal justice system can&#039;t even keep track of everyone on probation.</description>
