		<description>The House failed to &quot;concur&quot; in the Senate&#039;s version of the bill yesterday, so it&#039;s probably headed to a conference committee so that a final draft can be put together. There&#039;s some hope that the new version will be slightly improved, but the bottom line is likely to remain the same: more teens chucked in jail so that they can be trained as career criminals and far too litle money for real, up-front intervention programs.</description>
