Stay away from the sales tax

The latest report (.pdf) from the N.C. Budget and Tax Center says that local governments should avoid increasing the sales tax to raise revenue to pay for their transportation needs. 

Steve Jackson with the BTC says land-based taxes and fees are better alternatives and less regressive.

Sounds like a plan.
