		<description>The problem here is that Congress created a poorly written, ill-conceived bill that threw money at a problem and are now complaining about how that money is being used.  the people aren&#039;t at fault for trying to make money and have a career.  This is a problem caused by and perpetuated by poor Washington decision making.  If Congress keeps going down this path, our new national motto should be changed to:
