    If it is so important to act quickly, why don’t any of the bills currently up for consideration go into effect until after 2016?

    Apparently he wants to pass it quickly so he can tell the voters he succeeded for the 2012 election, but doesn’t want the people to be victimized by the government until after he has left office.
