		<description>This &quot;study&quot; was not WEP&#039;s best work.  After acknowledging that the school board will not simply assign students to whatever school is closest, they then go on to describe the effects of that approach in minute detail.  Seems like a waste of time that could have been better spent on coming up with productive ideas for improving education.  All of the over/under capacity numbers in the report are meaningless, because they will never happen.
