If you are a person with a disability you already know what that means -- further cuts in services. My bet is that the phrase "determined to resotre some of the funding to the mental health system" has more to do with directing funds to the state level administrative purpose then about money for shoring up services. Jobs may be saved but people in those jobs won't have anything to offer in the way of services because the money won't be there for such things. Billion dollar cut yet to come.
