Senate introduces a health exchange/marketplace bill

And it doesn’t give insurers a voting seat on the board (or allow NC Blue Cross a permanent seat).

Late last week Senators McKissick and Purcell introduced a new version of the Health Exchange/Marketplace bill (S418 [1]) in the NC Senate, the first movement in the Senate on this issue.  At first look, this bill looks like it incorporates the good ideas on board governance from Commissioner of Insurance Wayne Goodwin, along with a basic minimum of other powers.  Remember, the Commissioner’s compromise prevented insurers from being on the board as voting members, but rather set up several advisory committees – one for insurers, one for consumers and so on – each of whom would designate one member to sit in on board meetings, but not have a vote.  More analysis is needed, but  this bill looks like a positive step forward.
