Opponents Dominate Public Hearing on NC’s Health Exchange Bill (H115)

After NC Blue Cross and other health insurers did an end run around the NC Institute of Medicine’s public process of developing a new health insurance marketplace – or health exchange – as part of the new national health reform law, small businesses, members of the public, and advocates have sat on the sidelines as insurers have crafted their own health exchange bill (H115-Dockham).  Finally, the public got to have its say at a public hearing.  Tellingly, no one stood up to support H115, but many small business owners, advocates and individuals were willing to voice their strong opposition:
