Scotland Neck in Halifax County is home to former Mayor James Mills and to resident Marcellus Brown. It is also home to nonfunctional street drains, fallen trees that have not been remove since the hurricane season, boarded-up houses that have been vacant for years, and empty stores in disrepair…
