HB 4 Signed into Law: Who Benefits?

Governor McCrory’s signature makes HB4, the unemployment insurance overhaul bill, the law of the land.  The Justice Center’s statement [1] says it all about how disappointing this outcome is for all North Carolinians.  It is clear that there were better options [2] available to address the real problem of the state’s unemployment insurance debt.

Let’s be clear about what HB4 will do in one graph.  It will drastically reduce unemployment insurance payments to workers. And in so doing, these changes are projected to reduce the average employers contribution dramatically over time.
