Top of the morning: A solid plan to make NC schools constitutional

Nonpartisan experts at the Public School Forum of North Carolina released their annual summary of the top education issues facing the state last week and the list is rightfully topped by the need to finally comply with the state Supreme Court’s mandate to provide every child with a sound, basic education.
